[802SEC] Updated proposed WG P&P.
Dear EC members
I have updated the proposed WG P&P based on the feedback from the Sunday
rules meeting. The current version is v17.5 and can be found at:

Two comparison versions are also available, one comparing v17.5 with
v17.2 (last EC approved version) and one comparing v17.5 with v16 (our
current WG P&P).

The motion for the closing will be to approve sending v17.5 to AudCom
for review.
