[802SEC] IEEE 802.1CQ PAR and CSD

The proposed PAR and CSD for IEEE 802.1CQ Multicast and Local Address Assignment are at:

You will notice that the PAR now covers multicast address assignment in addition to local address assignment. This change was made at the interim. Protocols for handling multicast flows such as that being defined in IEEE 1722 need to assign multicast addresses to flows. The same protocols can be used for this as well as for assignment of individual local addresses.
