I agree with Geoff that a change should be made,
 it should be "IEEE 802 Plenary Session in San Diego...."

        "...present the paper at the 802 Plenary meeting in San Diego..."
OR
        "...present the paper at the IEEE 802 Plenary meeting in San Diego..."
