[802SEC] Fwd: FW: 802 Operations Manual change to add Security and Privacy considerations to the CSD



Dear EC,

I request that the rules change meeting consider the following inputs:

1. Cite the "Signs of dominance" document that was pseudo-balloted in the EC from the OM.
(I developed language with James to do just this as follows:

Text to go into a new section of the LMSC OM,  (14a - "Signs of dominance tools for Working Group chair")

 

As defined in the LMSC WG P&P (reference),  it is the responsibility of the WG chair to determine if the Working Group is dominated by an organization.   The document https://mentor.ieee.org/802-ec/dcn/17/ec-17-0083-02-00EC-signs-of-dominance-toolkit.doc should be used by a WG chair to satisfy this responsibility.  The document describes a set of signs of potential dominance,  plus notes on applicability organized by diagnostic power.)



2. Change the OM so that it is clear that the 75% approval threshold applies to technical matters only (i.e., not to technical matters).

Topic: Study group operation

 

Motivation: SG procedural action clarification

 

Proposed change:

Modify the paragraph in 4.3.2 as shown below:

 

4.3.2 Voting at study group meetings

Any person attending a Study Group meeting may vote on all motions (including recommending

approval of a PAR). A vote on technical matters is carried by 75% of those present and voting Approve or Disapprove.

A vote on procedural matters is carried by greater than 50% of those present and voting Approve or Disapprove.


3. Change the OM to call out Security and Privacy considerations in the CSD:

Topic: Security and Privacy considerations addition to CSD

 

Motivation: Security and privacy considerations have increased in visibility and importance across markets. Reflect the need for consideration of these topics in 802 standards.

 

Proposed change:

Add a new section as shown below

 

13.1.3 Security and Privacy considerations

Describe the applicability of security and privacy to the standard under development.

Following up on Amelia’s suggestion –

 

a)      For consideration by the EC in March 2018, notice of the proposed change needs to be sent (propose by Adrian)  to the
EC reflector 30 days in advance of March 9th (Feb 7th).

b)      Below is a draft submission, which will enable the topic to be on the agenda.

c)       Please provide any suggested edits to the text below. Updated proposed text can be provided and
discussed at the Rules committee meeting in March 2018 once the item is submitted.
