Re: [802SEC] Proposed P&P change for March

Jon-

Why don't we just say:
The chair of an active Working Group is an ex-officio voting member of the EC.
The chair of an hibernating Working Group is an ex-officio non-voting member of the EC.

I think that there are two things happening here.
1. we are trying to indicate that the current chair becomes the chair of the Hibernating WG
2. we are trying to indicate that the chair will change from a voting member of the EC to a Non-Voting member of the EC.
separating the idea into separate sentences may be a better way to note that.

Change: "Hibernating WG Chairs become Non-Voting Members of the Sponsor after their WG enters hibernation. The Sponsor Chair may appoint new hibernating WG Chairs to replace vacancies as soon as practical, subject to confirmation by the Sponsor at the next plenary meeting."

To:  "A WG Chair becomes the Hibernating-WG Chair after their WG enters hibernation.  The Hibernating-WG Chair becomes a Non-Voting Member of the Sponsor. The Sponsor Chair may appoint a new Hibernating-WG Chair to replace a vacancy as soon as practical, subject to confirmation by the Sponsor at the next plenary meeting."

My suggestion,
Jon

A hyphen removes the written language ambiguity: Hibernating-WG chair and serves the purpose of having a title for the position that is different from the unmodified WG chair title.

I notice that the change leaves a language ambiguity with "Hibernating WG Chair";  though I expect we all can be expected to know that it is the WG that is Hibernating and not the chair, it's still not proper use of language.

Replacing "Hibernating WG Chair" with "Chair of Hibernating WG" would be correct use of language.

James,

I have a proposed editorial change to P&P 5.2.1 as follows:

Change: "Hibernating WG Chairs become Non-Voting Members of the Sponsor after their WG enters hibernation. The Sponsor Chair may appoint new hibernating WG Chairs to replace vacancies as soon as practical, subject to confirmation by the Sponsor at the next plenary meeting."

To:  "WG Chairs become Hibernating WG Chair Non-Voting Members of the Sponsor after their WG enters hibernation. The Sponsor Chair may appoint new hibernating WG Chairs to replace vacancies as soon as practical, subject to confirmation by the Sponsor at the next plenary meeting."

Rationale: moving the descriptor "Hibernating" from its current position to the proposed position resolves a logical inconsistency in the current text.

Please put it in your queue for discussion at the appropriate time.
