Paul – I think what Roger is raising is a little different.

While I agree with your statement, I think what Roger is asking is more of an issue of the LMSC’s purview in enforcing LMSC rules:

“Should the LMSC be policing (by way of rejecting a proposal) WG procedures which are more restrictive than the LMSC rules?” (or, conversely, is the LMSC only to consider LMSC rules in it’s considerations, and leave consideration of WG rules to the WG)

 

I can see this one both ways.  When the rules are very clear, it seems like a good check, but when they may not be, I am wary of members of the EC reading things into a WG rules that the WG itself doesn’t believe.

 

For me, at least, this turns on the following policy question: Does the LMSC approve the WG rules in any way beyond making sure they don’t violate the superior policies and procedures?

If so, then, yes, the EC has a stake in the WG rules beyond the LMSC rules and may include the WG rules in its considerations.  If no, then the EC should not be policing the WG rules in its considerations.

In my view a WG may have a more restrictive policy as long as it does not violate any of the superior policies and procedures.

At the November EC closing meeting, I presented ec-18-0233, entitled "Three Procedural Issues for Discussion." The result was an Action Item: "Marks continue discussions noted in ec-18-0233-00-00EC in rules meetings." In preparation, I would like to raise each of the three issues on the reflector for your further thoughts. This thread covers Issue #1.

 

Issue #1: LMSC enforcement of WG procedures

 

Recently the EC had a case in which an LMSC motion was debated on grounds that it had not met all internal WG procedures, when the alleged failure involved a WG policy more restrictive than the LMSC policy. I wonder:

 

*Is this valid grounds for the LMSC to reject a proposal?

*Is the EC responsible to police WG procedures beyond LMSC requirements?

*What are the appeal issues if the EC ignored an internal WG restriction?

 

I don't have the answers, but I think that the problem is interesting and would like your views, either as opinions on how we should proceed or as facts about how this general issue is considered elsewhere in IEEE.
