Re: [802SEC] Removal of student registration restriction

This has been quiet for a long time, but my anecdotal impression differs.  In 802.3, I know plenty of people who attend without really pursuing voting rights.  I suspect this is something that varies across the WGs, but in .3, people often attend task forces to provide contributions, input, and influence debate - as well as vote (under the in-person rules), all without going to the extra effort necessary to get WG voting rights.    However, I recognize these are all anecdotal.

I propose that before we do anything, let’s do an analysis of attendees vs. attendees with voting rights.

 

If the WG chairs could each send me their voting lists in excel, or even text or word, it would be easier than trying to extract them from the posted PDFs, I could compare them to the past 2 meetings of registration and get an idea of the actual impact.  It would be nice if I can get this in the next 7 days so that I may be able to prepare something for Sunday night’s discussion in Bangkok.

I support Dorothy's recommendation -- based on our experience, there will likely be no material impact to 802 finances by granting an unlimited number of discounts to a particular student, as long as they are a student.  Furthermore, I believe it will result in a better chance for a student to convert into a full-fee participant after they graduate.

Looking forward to further discussion. As indicated, the proposal does NOT include any change to

the restriction on obtaining voting rights. I believe that this attribute alone provides mitigation against serious

attempts to use this category to avoid paying full attendance fees.
