[802SEC] P802-REVc Working Group ballot recirc



WG chairs,

 

With this message I would like to announce that I have initiated a working group recirculation ballot on P802-REVc ending on September 8th.   The intent is to have comment resolution meetings at the September interim session.

As confirmed during the November 2022 plenary, the working group ballot is following this process:

 

  1. The ballot is initiated in the 802.1 WG under the Maintenance TG and anyone is entitled to submit comments

  2. The draft is in the 802.1 private area on grouper and privileges are set such that all 802 WG passwords grant access

  3. Each WG chair is requested to conduct a comment collection using your WG process (for at least 15 days for a recirc). The WG chair is not expected to change the commenter's name, review the comments collected or have WG consensus
  4. Each WG chair is an ex-officio voting member and is requested to cast a ballot with the collected comments. The WG chair decides how they determine the vote on this ballot
  5. Ballot comment disposition may include an informational summary of comments/votes per WG
  6. The 802.1 recirc ballot is 30 days to give WG chairs sufficient time
  7. Each WG chair is requested to identify a representative to represent the submitted comments from that WG and/or the WG view dduring comment resolution.  
  8. Comment resolution will be conducted in dedicated meetings under the 802.1 Maintenance TG. Meeting announcements and discussion will happen on the Architecture list -- STDS-802-ARCH

As a result I would ask the WG chairs to initiate comment collection on this draft in your WGs.

This Email is attached to an official 802.1 Working Group recirculation ballot form for P802-REVc/D1.1 - Draft Standard for Local and metropolitan area networks — Overview and Architecture. As this is a Working Group ballot, only 802.1 voting members and ex-officio members are entitled to vote. Each IEEE 802 WG chair (as an ex-officio 802.1 voting member) is requested to collect and submit ballot comments on P802-REVc/D1.1 for their WG during this Working Group ballot. This process is recommended so that the WG chair vote can be recorded with the comments. The WG chair is not expected to change the commenter’s name, review the comments collected or have WG consensus. The WG chair decides how they determine the vote on this ballot. However, any non-voting participants in the activities of 802.1 may submit a "Comments Only" ballot on the draft. In accordance with established practice in 802 and the IEEE, all comments received, whether from voters or non-voters, are given due consideration during the Ballot resolution process.

NOTE: As this is a formal WG ballot, if you vote "Approve" you are stating that, in your professional opinion, you consider the document to be technically complete, and ready for Standards Association ballot (i.e., the document is essentially ready for publication, apart from final editing for style, etc.). Hence, sending in an "Approve" ballot response within a small number of minutes of the ballot start time cannot possibly mean that the voter has given the document the level of professional consideration necessary to make such a judgment.

As this is a recirculation ballot, some different rules apply:

- The balloting period is a minimum of 15 days.

- The subject matter of the ballot is NOT the entire document; the scope of this ballot is ONLY those changes to the draft that were made in order to resolve the ballot comments on the previous draft, any ballot resolutions that may have been incorrectly applied, and any ballot comments that may have been rejected.

- You need to return a ballot ONLY if you wish to change your previous vote on P802-REVc. If you do not return a ballot, your previous vote will apply unchanged.

- Responses are particularly solicited from those voters who made Disapprove votes on the previous ballot, in order to confirm whether or not the agreed ballot resolutions address their concerns. To put it more definitely, if you are an 802.1 voting member who has submitted a previous Disapprove, we will have to hound you until we receive a response.

The 802.1 voting members that are entitled to a vote on this ballot are as follows (NOTE: for a WG ballot, the voting population is fixed at the start of the ballot, and does not change during any subsequent recirculation ballots, regardless of any membership changes over the course of the balloting cycle):

It should be noted that the ongoing retention of 802.1 voting rights is predicated on active participation in Working Group ballots. Active participation is defined to be returning ballot responses in two out of the last three Working Group ballot series. A ballot series includes the initial WG ballot and any subsequent recirculation ballots. The 802 WG Rules allow abstention for any cause other than "lack of technical expertise" to be treated as though it were a failure to respond to a ballot.

The closing date of this ballot is:

         8 September 2023
