[802SEC] IEEE 802.19 draft PAR and CSD Response documents for EC consideration at the upcoming November plenary

The 802.19 Working Group has a PAR and CSD document for EC
consideration during the upcoming November 2023 plenary.

The PAR/CSD documents were approved by the 802.19 WG at its recently
concluded September 2023 interim session.
1. Enhanced sub-1GHz Coexistence

c. Explanatory material:
This amendment to the IEEE 802.19.3 standard will update and expand
coexistence recommendations to address new market requirements,
address increasing data traffic, greater device density of devices
based on both IEEE Std 802.11 and IEEE Std 802.15.4 sub-1GHz
standards, and increased potential for congestion. This project will
include recommendations that consider expected deployments of new
devices based on both IEEE Std 802.11 and IEEE Std 802.15.4 sub-1GHz
standards as well as compatibility with deployed legacy devices. This
project will include updated recommendations based on changes to IEEE
Std 802.11 and IEEE Std 802.15.4 since the initial revision of this
recommended practice.
