I would like to request the review of the following draft IEEE 802 LMSC submission by Wednesday, 25 October 2023, A.O.E, before asking the EC to consider approval of the submission through a 10-day letter ballot.

Recently, the Japan Ministry of Internal Affairs and Communications (MIC) began a consultation “Soliciting opinions on the frequency realignment action plan (2023 Edition) (draft)” that summarizes its proposed spectrum regulation plan in 2024.  Of particular interest is its plan for IEEE 802.11 technologies:
  • For IoT/wireless LAN systems, the goal is to secure a bandwidth of +1 GHz. The candidate band is 6 GHz band, which is expected to secure multiple channels to achieve the maximum 10 Gbps of the IEEE 802.11ax standard.
  • Regarding the use of narrowband devices in the 6 GHz band and outdoor use of wireless LAN, the administration will consider technical conditions, including the possibility of frequency sharing, while paying attention to trends in other countries.
  • The administration will continue to examine technical conditions such as frequency sharing related to the expansion of the frequency band to the 6.5 GHz band (6425 MHz to 7125 MHz), including outdoor use of wireless LAN, and will examine trends in other countries and IMT specific candidate frequency bands in WRC-23 (i.e., 7025 MHz to 7125 MHz).  The administration will compile technical conditions tentatively by 2026.
An individual prepared a response that supported the MIC's initiative and asked the administration to finalize expansion of the 6 GHz band to the upper 6 GHz band, including the authorization of the outdoor use of Wi-Fi operation, and consider the use of spectrum sharing mechanism (e.g., AFC) for standard power operation. The submission was reviewed and approved by IEEE 802.18 last Thursday (19 October 2023) with the following voting results:  7 Yes, 0 No, 0 Abstain.
