Re: [802SEC] +++ LMSC Consent Agenda - 17 November 2023 - IEEE 802.19 item +++

I think there may be some confusion concerning this agenda request being annotated '... to NesCom (48-hour rule)'. I believe that the IEEE P802.19.3a draft PAR and CSD were submitted to the IEEE 802 LMSC reflector on 18 September 2023 <https://ieee802.org/secmail/msg28710.html>, meeting the 30-day submission deadline, and the IEEE P802.19.3a PAR and CSD are listed on the 'IEEE 802 PARs & ICAIDs under consideration' page <https://ieee802.org/PARs.shtml> for the November 2023 plenary. I believe the IEEE 802.19 Working Group responded to comments submitted earlier today <https://ieee802.org/secmail/msg28902.html>, before the 18h30 deadline.
 
As a result, I do not believe that this PAR and CSD are being submitted under IEEE 802 LMSC Operations Manual subclause 9.2 'IEEE 802 LMSC approval' <https://mentor.ieee.org/802-ec/dcn/17/ec-17-0090-26-0PNP-ieee-802-lmsc-operations-manual.pdf#page=19> 'Expedited Review process' (48-hour rule), but instead has correctly followed the subclause 9.2 'Plenary Review process'. Perhaps this annotation was an error or was in reference to requesting consent agenda items 48 hours in advance of the start of the IEEE 802 LMSC closing plenary agenda.
 
Regardless, while I agree the consent agenda request was made too late, I believe this PAR and CSD submittal have correctly followed the subclause 9.2 'Plenary Review process' and should be placed on the IEEE 802 LMSC closing plenary agenda. I am, therefore, requesting that the IEEE P802.19.3a PAR and CSD be placed on the November 2023 IEEE 802 LMSC closing plenary agenda.
