[802SEC] IEEE P802.3cw 400 Gb/s over DWDM Systems Clause 12 report



Dear IEEE 802 LMSC members,

 

At the 17 November 2023 IEEE 802 LMSC closing plenary meeting, conditional approval was granted for IEEE P802.3cw 400 Gb/s over Dense Wavelength-Division Multiplexing (DWDM) Systems to proceed to Standards Association ballot. Details are provided in the attached report, but in summary, the response to the IEEE 802 LMSC Operations Manual Clause 12 'Procedure for conditional approval to forward a draft standard' items are as follows. Based on these responses, I will go ahead and submit IEEE P802.3cw for Standards Association ballot.

  1. The recirculation balloting is complete. The sixth recirculation ballot occurred in accordance with the plan presented. The seventh recirculation ballot is not required.

 

  1. The approval rate is 99%. No new disapprove votes were submitted during the 6th Working Group recirculation ballot.

 

  1. No changes have been made.

 

  1. A total of 30 comments were received from one existing disapprove voter during the 6th Working Group recirculation ballot. The comment resolution group (CRG) responses to these comments can be accessed at <https://ieee802.org/3/cw/comments/D2p6/8023cw_D2p6_comments_final_by_ID.pdf>.

    Of these comments, six disapprove comments were not resolved to the satisfaction of the submitter. The CRG responses to these six unsatisfied comments can be accessed at https://ieee802.org/3/cw/comments/D2p6/8023cw_D2p6_comments_final_unsatisfied_by_ID.pdf. Of these six, the comment resolution group (CRG) determined that three were not on new issues as they related to issues raised in previous unsatisfied comments, and three were not valid as they were not within the scope of the 6th recirculation ballot as they did not relate to substantive changes between IEEE P802.3cw draft D2.5 and D2.6 or to text that was the subject of an unsatisfied negative comment.

    NOTE: After the CRG meeting, the submitter indicated that he believed that two of the three comments the CRG determined were not within the scope of the 6th recirculation ballot, were in scope based on a previous comment he had submitted. I have provided further details in the attached report, but I believe that the CRG was correct in determining that these comments were not within the scope of the 6th recirculation ballot. Regardless, for argument's sake, if it were to be accepted that these two comments were in scope, the conditional approval criteria would still be met as these two comments would then be restatements of an existing unsatisfied negative comment, and hence, not on new issues.

 

e) There are no new DISAPPROVE votes.
