Re: [802SEC] LMSC 5 Day Review +++ Liaison letters to ITU-T SG15

Dear LMSC members,

I received a suggestion from Roger (thank you!) to add either the title or the scope after the first instance of IEEE P802.3df in the IEEE P802.3df status update letter to ITU-T SG15 and OIF for those not familiar with IEEE 802.3 project designation that are reading the letter. Since the scope is a bit difficult to summarise, I've added the title after the first instance. A compare and clean version of the updated liaison letter can be accessed as follows.

Dear LMSC members,

At the IEEE 802.3 interim meeting on Thursday 25 January 2024, the IEEE 802.3 Working Group approved sending the following two liaison letters to ITU-T SG5. Based on this, I'm announcing the start of the five-day review required by subclause 7.2.2 'IEEE 802 LMSC subgroup public statements to government bodies' of the IEEE 802 LMSC Operations Manual 'For public statements not presented for review in a sponsor [sic] meeting ...'. The draft letters can be accessed as follows. If there is no motion to block made before Thursday 1 February 2023 AOE (23:59 UTC-12) I'll go ahead and send these letters.
