You're right - you missed it! 802.1p/D3 will say it louder & clearer, but it was there in p/D2; unicast addresses may be registered via GARP. We also covered some of this discussion during the Wednesday PM session on p/D2 at La Jolla; one of the editing instructions I recorded from that session was to include text warning of the scaling issues associated with registering unicasts.
