The reason for the former was issues discovered in 802.1p for unicast, the reason for the latter was to achieve forward progress in the VLAN space. Fortunately, the need for fixing demonstrable, real-life problems has overridden the need for examining the language in a par, or its interpretation one way or another. I hope we can continue to work in this mode as we evaluate the 802.5/FDDI frame format issues.
