2.       EC Approvals

a.       PAR extension processing

                                                               i.      Paul Nikolich indicates a preference to process as early as possible.

                                                             ii.      Affected TGs:

1.       TGmc – “safety only”

2.       TGah – “safety only”

3.       TGai – “safety only”

4.       TGaj

5.       TGak

6.       TGaq

                                                            iii.      Question – what length of extension is needed? – Jon to advise

1.       TGmc – 1 yr

2.       TGah – 1 yr

3.       TGai – 1 yr

4.       TGaj – 2 yr

5.       TGak – 2 yr

6.       TGaq – 2 yr

                                                           iv.      All need re-affirmation of existing 5C/CSD

1.       TGmc doesn’t need one

                                                             v.      Process:

1.       TGs to prepare and approve PAR extension requests by end Tuesday.

2.       TGs to approve 5C or CSD by end Tuesday.

3.       WG approval Wed am2

4.       WG chair to submit to the EC by Wed 13:00

5.       EC motions Fri pm

6.       Submit to NesCom before Aug 05

b.      Study group extension – WUR

                                                               i.      Yes, we do have to do this.

3.       Dominance allegation

a.       TGax

                                                             ii.      Review briefly slide 18 in draft opening report.

                                                            iii.      Potential process for handling:

1.       Adrian addresses EC on Monday morning and briefs them on the status.

a.       Adrian solicits mentors/advisory committee from EC – is this necessary?

b.      Is it necessary to find an un-conflicted officer to process the complaint?

2.       Can only really respond to specific complaints with real data.  Data might include record in minutes of discussion and voting.  Data might also include an interview with members of “each side” of the argument.

a.       However identifying/defining the “other side” is problematical

3.       An investigation can only look at process, not technical judgement.

4.       While this is unresolved, there is an impact:  1. TGax roll-call vote overhead; 2. Distraction from achieving technical goals; 3. possibly attract press interest.   Therefore want to complete any determination as quickly as possible.  Can we do this during the July session?  September?

a.       Can TGax roll-call votes be restricted to a particular type of motion?  Perhaps one that adds new functionality.

5.       C: will need to run TGax more “by the book”

6.       C: need statement about which votes require “roll call” – exclude procedural

7.       C: does every technical votes need a roll-call?  Could be down to the discretion of the TG chair?  Permit any attendee to request it?   Need to identify ??? technical topics.

8.       C: “roll-call” means “recorded vote”

9.       C: 2008 investigation took 3 meeting cycles.  So July unlikely.  Sept possible.

10.   C: look at Marc/Hiroshi’s processing of recorded votes. 

11.   C: do votes only for controversy, but allow any request for roll call vote

12.   C: should not do recorded vote for votes without objection

13.   “TGax shall perform a recorded vote for technical votes (motions) that have any opposition”

b.      TGai

                                                               i.      No response to request to provide a “public statement” of complaint.

4.       WUR Study Group setup

a.       Need an officer confirmation motion during the session

5.       Agenda review

6.       Agenda graphic review

a.       Thu pm1 TGak and Thu pm2 TGmc slots have been transposed in the F2F spreadsheet – ie.  TGmc should be pm1 and TGak should be pm2.   Confirm which way round we want them.

b.      All: attend Tutorial – MyProject tools (6:30-7:50) Monday, if possible

c.       Adrian: Add 5G EC SC Monday slot.

7.       Opening report review

a.       Check officer attendance and details

8.       Update on attendance and logistics – Jon

a.       560 registered – a little low

b.      Social is separate purchased ticket

9.       Update on rules update – Dorothy

a.       How to respond to technical status of ANA motions in WG?

b.      No agreed actions from May minutes.

                                                               i.      Dorothy will prepare a motion and discussion for Wed.   Action: Adrian add to agenda

c.       Dorothy will bring a motion to modify OM on number of returned ballots

d.      Action:  Jon to create blank PAR extension request form and send to CAC.

10.   Round table

11.   Actions:

a.       Adrian chase WUR-SG actions with Minyoung.

b.      Adrian to schedule comment resolution tutorial with Osama

c.       Adrian to indicate what material is needed for TGaq sponsor ballot  -> Stephen
