[STDS-802-11-EDITORS] 11bd updates for Editor's meeting on Nov meeting

I couldn't make it to the Nov meeting.
Please find my roundtable status report on 11bd as below.

The 5th SA ballot has passed with 96% approval with no comments. P802.11bd D8.0 is on the 2022 December RevCom/SASB agenda.
