My thinking is that when the device is an MLD, sure it can do the NSEP priority access negotiation at MLD level.
However, it doesn’t always need to be between MLDs.
And the access is indeed in per STA level, so there’s no reason to exclude the priority access.

Hello MAC participants, Please use this thread to express your thoughts/opinion on the following: In EHT, NSEP priority access negotiation (action frame exchange) should be at MLD level and the priority access for medium should be per STA level.
With this approach, the negotiation process will be efficient since it requires a single request/teardown exchange on one link to enable priority for all links. In addition, scenarios where priority is really
required and it would only be desired on some subset of links seem rare. On the latter, medium access is a per-link activity, so priority in resource allocation must occur at the per-STA level.
