My try, inspired by the phrasing in 35.3.19.1:

*nonsimultaneous transmit and receive (NSTR) mobile access point (AP)*: A
mobile device, typically battery powered, operating as an AP multi-link
device (MLD) with one NSTR link pair, where one link is designated as a
primary link.

Not convinced about the use of "operating", though. I'm sure someone will
come up with a more suitable verb.
