Attached CR Doc (23/1816, not yet uploaded to Mentor) is an updated draft.

I would appreciate it if somebody would review it.

I'm especially not confident about the resolution of CID3117. My resolution may not satisfy the commenter's intention and may be a complicated technical issue beyond my thought.

Now I don't have clear resolution regarding CID3117.
My understanding is that your intention is to show a valid combination of six Axes [Range, Doppler, Receiver Beam Index, Transmitter Beam Index, Receive Azimuth, Receive Elevation] applied for each format (2, 3, 4, 6 axes).
But it seems whatever combination will be allowed except for a restriction described in P99L13-16 and I don't have more clearer modifications now.

Let me confirm whether my understanding is correct, your advice is helpful.

Cited from P99L13-16 of D2.0:
If either the Receive Azimuth Present field or the Receive Elevation Present field is set to 1, the Receiver
Beam Index Present field is set to 0. If the Receiver Beam Index Present field is set to 1, both the Receive
Azimuth Present field and the Receive Elevation Present field are set to 0.
