Since "device ID" is defined in clause 3 as "device identification", this sentence is saying "a device identification that can be sent over the air without exposing the underlying device identification", which is either a circular reference or requires definition of "underlying device identification" as something different from "device identification".

Define "network-assigned device identifier (NADI)" and use that instead of "device ID", and clarify what is meant by "underlying".
