OK I think that direction could work, but I think it can be polished and simplified a bit. Suggest:

How about:

no matter the target AP MLD has been connected or not, the existing SMD-KDK is maintained while a new per-AP MLD PTK is derived using that SMD_KDK.

While this update is not incorrect, I think it is rather losing the original point of the note, which was to emphasize that the procedure
used when transitioning back to the AP MLD through which association was done is the same as any other SMD transition (using the existing SMD_KDK), as opposed to using the procedure that was previously performed with that AP MLD on association (deriving a
new SMD_KDK)
The only additional change I'd make is to correct my typo. Change "ff" to "if"
That looks better.
And one more: what the note is trying to say is the SMD-KDK remains while PTK is renewed, no matter
the target AP MLD has been connected or not. Suggest a massage to the text as:
NOTE --- While maintaining an association to an SMD-ME, ff a non-AP MLD performs a SMD BSS transition
to a target AP MLD, the existing SMD-KDK is maintained while a new per-AP MLD PTK is derived using that SMD_KDK.

“in the past” be too broad? 1 day in the past, 1 year in the past? What if the existing SMD_KDK is derived in a different SMD?
Maybe add some restriction to the SMD_KDK helps: the new Per-AP MLD PTK is derived using the existing
SMD_KDK cached for that SMD-ME as described in the previous paragraph
