Thanks for investigating this mess. It looks like the problems started at the same time this figure was becoming a managed space. Your proposed changes seem the most efficient way to clean this up.
I will make the changes you suggested (B21 - TGbe, B23 - TGbf, B24 and B25 - TGbn). I will also ask Edward to highlight in the Editors meeting that all the editors need to pay attention to the managed tables/figures list so we don’t get into these sorts of
problems.

In CC50, when Same SMD and Ultra High Reliability are introduced in Figure 9-417—BSSID Information field format, B23 and B24 are used. Whilst in 11bf, B23 has already used B23.
For this figure, the use of reserved bits need to follow ANA database process, whilst neither of these bits have applied ANA, even for B21, used by 11be.
My suggestion would be 11bf use B23 for Sensing as the baseline, and 11bn use B24 and B25 for Same SMD and Ultra High Reliability. And Carol may update the ANA database accordingly. Your comments are welcome. And if possible, we need to update this figure ASAP.
