Confirm that in CoSR, the number of UHR-SIG symbols is fixed to 1. No signaling is needed.

- Actually, the number of UHR-SIG symbols does not need to be signaled at all in the trigger frame. It is defined to be 1 (with UHR-SIG/EHT-SIG MCS fixed to be 0) as I recall
