In the text below, the ST prep response includes complete profile even when links are not accepted by the target AP MLD. I think we should just say that complete profile is included for both ST prep response and
ST execution response from target AP MLD, which will cover the two elements as well.
In SMD BSS transition,

request during the preparation step
, then the ST preparation response shall include the UHR Capabilities element and the UHR Operation element for each accepted AP affiliated with the target AP
MLD in the STA Profile field of the Per-STA Profile subelement, of the Basic Multi-Link element, corresponding to each of those affiliated APs.
