I have reverted back in r2 (

to the AMP STA "
may select a
new ABOC". This should work given the qualifier "new". I know it still remains how retransmission is handled which we can revisit post D1.0.

By deleting that text, the draft still specifies that a STA selects an ABOC upon receiving an AMP Triggering frame. This applies to both new transmissions and retransmissions, since ABOC selection is triggered by receipt of an AMP Triggering frame addressed
to the STA.
I also noticed that Ian made this even more explicit (in 11-26/1889) by stating that the STA selects a new ABOC upon receiving an AMP Triggering frame.

I see that you propose to "solve" the question of how a retransmission is handled by deleting the sentence
How a non-AP AMP STA selects ABOC in the case of retransmission of an AMP PPDU is TBD.
I think that this is not really a solution. How do you propose to handle this going forward?
