I have uploaded 21/0727r17. This moves the resolutions to CIDs 1646

and 2018 below to PHY Motion M, and hence contains:

- PHY Motion M with 15 resolutions

- PHY Motion M2 with 6 "change could not be accepted" resolutions

- PHY Motion M3 with 39 "insufficient detail" resolutions
