Re: [STDS-802-11] 802_1122_November 2022 IEEE 802 Plenary Registration -- tourist visa exemption scheme

--- This message came from the IEEE 802.11 Working Group Reflector ---
Mark,
A little background: The information links we were provided on the registration site were supplied by TCEB.
It is Thai tourism's understanding that conferences, conventions, and working meetings are considered tourism because the participants are not entering the country to wor.
We had this same controversy last time, and most do not need a VISA.
As you are a UK Citizen, follow the UK site.
The US citizens when they follow the US.gov site points to the TWTnews.org site which gives similar information.
I am not interested in edits that may be made to the Thailand site I sent. It is not my page.
I can only tell you what information we got from the TCEB (Thailand Conferences and Entertainment Board) which has our Plenary Session registered and endorsed.
I have asked Lisa to get a TCEB id number for our event to help those that may need it.
Regards,
Jon

is maintained by some law firm and explicitly states at the bottom

that it is "NOT the official website of the Thai Embassy".

There is a wealth of apparently contradictory information (my emphasis

in yellow), e.g.:

does indeed say

Under normal circumstances, British passport holders arriving by air or land can enter Thailand for 30 days without a visa (a ‘visa exemption’).

but "normal circumstances" might just have tourism in mind

(and also doesn't help most 802.11 participants)

(which is apparently an official website) says:

Travellers entering Thailand for purposes other than tourism need to apply for visa of a specific type such as Non-Immigrant Visa.

- https://helsinki.thaiembassy.org/en/publicservice/non-immigrant-visa-b-conference-business-meeting-seminar-2?page=5f50f0ebadbd106df5138c22&menu=5f521bc210c9ef112c1aab12

(which is apparently an official website) says:

Tourist visa

[…]

Foreign nationals wishing to enter the Kingdom of Thailand to attend a MICE event, which is endorsed or sponsored by TCEBwithout being employed or working for income, are regarded as tourists [apparently except for] certain nationalities (including Dutch, Finish and Estonian nationals)

but maybe this is saying you still need a tourist visa

- https://www.businesseventsthailand.com/en/press-media/news-press-release/detail/545-tceb-hosts-a-meeting-on-visa-and-work-permit-requirement-for-mice-travelers

(which is apparently the website of a quasi-governmental organisation) says:

2. Foreigners entering Thailand for the following purposes of trading and investment will not be regarded as working. Therefore, they will note need a work permit or a Tor Tor 10 form:

2.1 Participating in meetings, conferences or seminars

2.2 Attending exhibitions or trade shows 2.3 Visiting businesses or having business meetings

2.4 Attending special or academic lectures 2.5 Attending lectures at technical trainings or seminars

2.6 Purchasing goods at trade shows

Tourist visa

Foreigners entering Thailand for MICE without the purposes of being employed or working for income, but being event attendants will be regarded as tourists under the definition of Tourism Authority of Thailand Act of B.E. 2522 (1979).

but there are hints elsewhere (e.g. Helsinki embassy link above) that this

only applies if the meeting/conference/event is formally registered/endorsed/

sponsored with TCEB, which the November meeting does not appear to be

I reiterate my request that IEEE 802 please urgently liaise with TCEB to

get clarification on the visa exemption rules, and to register the November

meeting with them if this is necessary to bring participants within those

rules.

Thanks,

Mark

Mark

For UK passport holders see the UK Gov website:

From that page and pertains to UK passport holders:

Under normal circumstances, British passport holders arriving by air or land can enter Thailand for 30 days without a visa (a ‘visa exemption’).

All travellers

From 1 July, 2022, you are no longer required to apply for permission to enter Thailand.

You still need to show proof of either a vaccine certificate or negative COVID-19 test results.

Vaccine certificate or pro-ATK/RT-PCR results (within 72 hours) will be checked by airline staff at check-in and once again when you arrive in Thailand.

USD 10,000 insurance requirements for COVID-19 treatment will no longer be mandatory, but is highly recommended.

If you’re fully vaccinated

You must show proof of your vaccination status.

Refer to the website for further information.

From the Thailand Embassy website:

Required Documents for Travel to Thailand in July 2022

Please have the following documents ready.

Incorrect documents will delay the entry screening to Thailand.

https://www.thaiembassy.com/travel-to-thailand/thailand-entry-requirements

Visa Exemption

A foreign visitor may enter Thailand under the Visa Exemption Program. Nationalities under the Visa Exemption Program may enter Thailand without a visa from a Thai Embassy or Consulate.

Upon arriving in Thailand, most nationalities who are part of the Visa Exemption Program may stay for up to 30 days. Certain nationalities can arrive as part of this program, but for a shorter time. It is best to check the country exemption list and confirm how long you can visit Thailand without needing to apply for a Visa.

Tourists arriving under visa exemption are eligible to extend their stay for up to a further 30 days by visiting a local Thai Immigration Office. The cost to extend is approximately 2000 baht.

There is often confusion about Visa Exemption and “Visa on Arrival”. Visa on Arrival is a 15-day visa for travelers from India,  China, and 16 other countries. If you do not find your country on the Visa Exemption list, it is best to check the Visa on Arrival list.

There are some important things to note for Visa on Arrival:

  • A passport must be valid for at least 30 days.
  • The purpose of the visit is strictly tourist.
  • A visitor must show an address in Thailand where they will be staying.
  • A traveler must have a confirmed return flight.
  • Must show proof of funds to the value of 10,000 baht per person or 20,000 baht for a family.
  • A fee of 2000 baht is paid on arrival. The fee must be paid in cash and in Thai baht.

Hope this assists you with your plans.

Regards,

Jon

Traveling To/From Bangkok, Thailand

Please take the steps to determine if you require a visa to attend a particular IEEE 802 Meeting. The requirements change from time to time. Because of this, we strongly urge all attendees to review the entry requirements for traveling to each IEEE 802 meeting location and determine for themselves, or in collaboration with their employer, what if any travel documentation is required.

A brief introduction to Thailand travel information can be found under Health and Safety at: https://cvent.me/0Vk4Qq

With respect to Visa’s it is IEEE’s recommendation that attendees confirm their personal requirements with their local governing authorities.

While of course the ultimate responsibility lies with each attendee,

it would be helpful if the IEEE could provide assistance for this

meeting.  In particular, last time I think information was eventually

obtained by the IEEE from the Thailand Conference and Event Bureau to

the effect that entry into Thailand for the sole purpose of attending

the IEEE meeting was covered by Thailand's tourist visa exemption scheme.

Unfortunately this information came too late, given the timescales for

applying for a visa, so I at least had timed out and obtained a visa

(I think some other attendees did take the chance).

I therefore request that the IEEE and/or the meeting organisers liaise

with the utmost urgency with the Thailand Conference and Event Bureau

or equivalent body to obtain and relay their advice regarding current

applicability of the tourist visa exemption scheme to the meeting.

Thanks,

Mark
