[STDS-802-11] Decision // Re: Updated -- Re: Japan MIC's consultation on WRC-23 (6425-7025MHz, 7025-7125MHz, THz)

On 7 February 2023, Japan MIC published its decision about its position on WRC-23.  Of possible interest to us:

Agenda item 1.2 on 6425 MHz to 7025 MHz:
Based on the results of the ITU-R sharing/compatibility study, Japan should ensure that the protection of existing primary operations is ensured, no additional restrictions are imposed, and the IMT can be operated within a realistic range, with a view to enjoying the benefits of economies of scale while supporting a method that allows for the identification of IMTs in the 6425-7025 MHz band in Region 1.

Agenda item 1.2 on 7025 MHz to 7125 MHz:
Based on the results of ITU-R sharing and compatibility studies, Japan has decided that it is necessary to set appropriate conditions in each country based on the results of the WRC.  Japan will support global expansion to terrestrial IMTs, provided protection of existing primary operations is ensured, no additional restrictions are imposed, and IMTs are operational to the extent practicable, while supporting methods that allow for specific identification.

Agenda item 10 on the tentative WRC-27's agenda item:
It is appropriate for Japan to consider provisional agenda item 2.1: "Study on additional frequency allocations in the radiolocation service primary service in the 231.5-275 GHz band for millimeter and sub-millimeter wave imaging systems, and identification of new frequencies in the radiolocation service in the 275-700 GHz band.

Agenda item 1.2 on 6425-7025 MHz:
Based on the results of the ITU-R commonality/compatibility study, Japan supports a method that allows for the identification of IMTs in the 6425-7025 MHz band in Region 1 provided that the following conditions are met:
(a) the protection of existing primary operations is ensured,
(b) no additional restrictions are imposed,
(c) the IMT can be operated within a realistic range, with a view to enjoying the benefits of economies of scale.

Agenda item 1.2 on 7025-7125 MHz:
Based on the results of the ITU-R study on common use and compatibility, Japan believes that it is necessary to set appropriate conditions in each country. Japan will support global expansion of terrestrial IMTs, provided that
(a) protection of existing primary operations is ensured,
(b) no additional restrictions are imposed,
(c) IMTs are operational to the extent practicable.

Agenda item 10 on WRC-27:
Japan comments that it is appropriate to: Provisional agenda item 2.1:"Study on additional frequency allocation in the radiolocation service primary service in the 231.5-275 GHz band for millimeter and sub-millimeter wave imaging systems, and identification of new frequencies in the radiolocation service in the 275-700 GHz band".

The comment submission deadline is 15 December 2022.  If you would like IEEE 802 to consider a submission, the internal deadline for IEEE 802.18 to consider any submission is 1 December 2022.
