[STDS-802-11] France's consultation (2/2): Lower 6 GHz band - relaxation of max EIRP for OOB emissions below 5935 MHz

Dear 802.18 participants,
cc. 802.11, 802.15, 802.19 participants,

On 29 September 2025, France ARCEP issued a consultation that seeks public opinion on the following proposal:
- increase the maximum average EIRP (Equivalent Isotropic Radiated Power) density for out-of-band emissions below 5935 MHz from -45 dBm/MHz to -37 dBm/MHz only if VLPs preferentially select a frequency block above 6105 MHz when initiating a communication session;
- maintain by default, when no frequency selection mechanism is implemented by the VLPs, a
maximum average eirp density for out-of-band emissions of -45 dBm/MHz below 5935 MHz.
- specifies the use of distributed antenna systems for LPIs in trains and aircraft.

These proposals are based on that the European Commission adopted the implementing decision on 20 May 2025 (EU) 2025/9132 amending Implementing Decision (EU) 2021/1067 of 17 June 2021 on the basis of the proposals contained in Report 087.

The comment submission deadline is 28 October 2025.  If you would like IEEE 802 LMSC to submit a response, please prepare a contribution and bring it to IEEE 802.18 to review and consider approval no later than 3:00pm ET, Thursday, 16 October 2025.
