[STDS-802-11] Signalling extended length element (1448r1)

Dear All,

A new Extended Length Element was approved in TGbt to address element fragmentation issues with the large data required for PQC. 
 We plan to bring a motion in the mid-week plenary to request assignment of a reserved Element ID (Table 9-164) for use with the Extended Length Element format.  
The assigned Element ID (first octet of the Extended Length Element header) would be followed by the Extended Length Element ID, Length, and Information fields. 
Directly using this ID reduces per-instance overhead, saving 2 octets per instance.

While TGbt needs this Extended Length Element format for PQC it is an extensible mechanism that can benefit the IEEE 802.11 community.
