From: Bob Heile [bheile@bbn.com] Sent: Monday, July 24, 2000 12:28 PM To: stds-802-15@ieee.org Subject: WPAN/ Letter Ballot 4 begins today Importance: High Letter Ballot 4 begins today, July 24, 2000 at noon EDT and closes Friday, August 4, 2000 at 11pm EDT --please read this email in its entirety: At the closing session of the Working Group in La Jolla, a motion was passed to conduct a letter ballot to survey the membership on the criteria weightings and affirm a modification to doc 00/110r11. What was overlooked in the session was to affirm, at the Working Group level, a modification to the mechanism for the weighting which had been approved by Task Group 3 by a vote of 17/2/2. Therefore, to insure that we have a completely fair process, I am implementing the following procedure to achieve the intentions of the motion and ballot. Step 1: Conduct a procedural ballot on the Mechanism. Start Date-July 24 at noon EDT, Close Date-August 4 at 11pm EDT. At least 26 members must vote for this to be a valid ballot. Abstentions must be 30% or less and at least 50% of those voting for or against must vote in favor for the motion to pass. Current method: * Each voter has 100 points to allocate across the indicated criteria (i.e. the total value of all criteria values should be 100). The final weighting value for each criteria is determined by dividing the total value for that criteria across all voters by the number of voters. Proposed method passed by the Task Group 17/2/2 but not affirmed by the Working Group: * An integer value of 0-10 will be allocated to each criteria based on each voter's judgement. The final weighting value for each criteria is determined by dividing the total value for that criteria across all voters by the number of voters. Step 2: Survey the Working Group Membership on the criteria weighting based on the approved mechanism. Start-August 7, Close August 18 Step 3: Conduct a technical letter ballot approving the results of the survey. Result will be Doc 00/110r12. Same requirements as Step 1 except 75% of the those voting for or against must vote in favor for the motion to pass. Start-August 28 at noon EDT, Close-Sept 8 at 11pm EDT. A reminder--These criteria weightings are only a tool to facilitate the comparison of the various proposals and are not the means by which proposals will be accepted or rejected. That will occur by vote of the membership at Task and Working Group Meetings. Attached is the ballot for Letter Ballot 4. You may complete it, or you may simply send an email with your vote to bheile@bbn.com with copies to james.d.allen@kodak.com and m-duval@ti.com.
