seem to sum it up nicely.  
But often the 
term 'air interface protocol' is used (AIP) in this context , and I think 
this may be a contributor to the confusion.  As I understand it we are 
considering the AI or air side characteristics, no ?  One also uses the 
phrasing "air side concentration" in respect to P-MP cellular FWA and 
to mobile cellular systems, resonating with the phrasing " ..... 
information flow through the air between two systems" = "radio-frequency portion 
of the circuit"...   
The crux is 
your third short sentence (" A protocol....").  No ?
