Dear Members,

I am happy to inform you that IEEE 802 EC has approved the study group on 'Network Enablers for Seamless HMD-based VR (Virtual Reality) Content Service' in its November, 2018 closing plenary meeting. 

I would like to thank Peter and Dillon for leading the Interest Group. While more challenging work is ahead including coordinating with other Working Groups, I must acknowledge that they have done an excellent job.

Given that the Study Group will be effective at the end of November plenary meeting, I would like to appoint Dillon Seo as the Study Group Chair. If there are no other candidates, I will ask WG to confirm him in January 2019, Interim meeting.
