In order to comply with IEEE-SA guidelines to not reference other comments in a comment response, the comment database has been updated.  New versions of the files have been uploaded and posted.

Thanks again to the editorial team for their great work! They are currently implementing the changes into D3.1 which will be made available for a recirculation Sponsor ballot soon.
