Dear 802.3dj TF Participants,
As the 802.3dj project concludes, this is a good time to reflect on the process.
Current comment resolution requires 50% vote for individual changes. This includes substantive technical changes, in contrast to initial proposals which require 75% approval to get into the draft. The underlying philosophy behind IEEE 802 standards is that
they must have broad industry support, not a simple majority. While final acceptance of all comment resolutions requires 75% vote, this is a formality and not a practical gate because its use means delaying the entire project.
Last week, this was brought into stark relief by resolution of comment 298 against draft 3.0. This proposed a major change to Tx and Rx optical power parameters, and if adopted would have broken both, i.e. all normative Tx and Rx specs could not be met at the
same time. This is as substantive and consequential as possible yet was only subject to 50% vote. Fortunately, it was rejected, but under any reasonable interpretation of IEEE philosophy should have been subject to 75% vote.
Going forward, we may consider going back to requiring 75% vote for new technical proposals made through comments, same as 75% vote for initial adoption. Comments which do not constitute new technical proposals, which is most of them, would still be resolved
with 50% threshold. This would be the best of both worlds.
