[802.3_SPEP2P] website update

All – in preparation for our meeting next week, I have updated the website.

Presentations that I have received are posted in the usual place (https://www.ieee802.org/3/dg/public/May_2022/index.htm )

I have also added a file at the top level containing our adopted baselines for link segment.  We have yet to adopt any PHY baselines, but when we begin to adopt those, they will go there too.  Please review.  The baselines were getting a little scattered, so I thought this might be helpful to focus work.

In addition to trying to make progress on our PHY baselines this week, we are also a little overdue to report our progress to our partners in the cabling standards world.  I have prepared a draft liaison letter which also reports some of the progress in 802.3da, with some help from Chad Jones, Chair of 802.3da, and James Withey, our liaison officer to SC25 WG3.  It is posted in the meeting area (https://www.ieee802.org/3/dg/public/May_2022/IEEE_802d3_to_SC25_WG3_090723_dg_draft.pdf ) please review in preparation for the meeting.
