I believe that you have misread that part of the draft. The PCS is connected to
the MAC (via MII in most cases), so there is always one PCS and one MAC.
Multiple PMIs may be connected to the same MAC (that's the nature of
aggregation). There is no way that any PMI can be connected to more than one MAC
- which would be some form of trunking.
Take a look at 61.5.3
"the PMD Aggregate register for each MII shall be set such that each PMI is only
actively connected to at most one MII."
