[EFM-Copper] EFM startup.



Hello,
	discussions during the last EFM meeting showed that entire
activation sequence including Remote Discovery Operation, PMI Aggregation,
Line Activation on one hand and pre-defined G.994.1 transaction on the other
hand needs some more clarifiaction effort. Please find attached in the file
an entire EFM activation consisting out of Remote Discovery, PMI aggregation
and line activation. The left hand side shows the actions done by the CO,
the right hand the actions by the RT and some explanations. 
	Abbreviations for the actions are taken from G.994.1, the sequence
of action are either defined by EFM or required by g.994.1. This dependancy
is shown as well in the file.

I would like to hear your opinion on that!

	Additionally I still have some concerns about the
definition/menaning on the signals tx_rx_simlataneously and
crs_and_tx_en_infer_col. Right now I assume that if:
tx_rx_simlataneously  = '1'  crs_and_tx_en_infer_col = don't care 
Reason: since the Mac can simultaneously transmit and receive collision is
not an issue
As soon as tx_rx_simlataneously  is equal to 0, I have some problems.Here
comes interpretation: 
What exactly does crs_and_tx_en_infer_col = 0 mean? Does it mean that the
MAC usually monitors the COL signal during frame transmission and suspend an
ongoing transmission depending on COL? Since COL is tight to '0' does that
mean the MAC does not sense the CRS signal and therefore cannot suspend the
ongoing TX transmission of frame? The ongoing transmission may then not be
interrupted.
When  crs_and_tx_en_infer_col = 1 then the MAC also sense the CRS signal
during ongoing transmission. Then the MAC is able to jam the ongoing session
and the ongoing transmission can therefore be suspended.

As above I would like to hear your opnion on that as well.
