Edward – I vote APPROVE.
For consideration under your editorial license, I suggest:
Consider line 122 – it seems that 117 says 802 recommends LPI consumer devices be allowed to operate over 57 to 66 GHz on a license-exempt bases, but line 122 says “We, however, recommend that TRAI allocate the entire 57 to 71 GHz band…… Perhaps a different wording might be something like “In addition to operation in the 57-66 GHz range requested, we recommend…” – I had to look 3 times to see that the upper band range was different here than in the question… (this is stated well at line 157)
Consider line 126 – I believe WiGig is a registered trademark by itself, live, and registered at the USPTO in 2024 by Shenzhen Hi-Link Electronic co. This seems odd, as WIGIG itself was registered much earlier by WiFi alliance and is dead since 2018. Note that this is in addition to “Wi-Fi CERTIFIED WiGig”, which is properly marked, but is a cancelled/dead trademark in the US. It might be best to use an alternate term (perhaps replace “WiGig technology” with “technology based on IEEE Std 802.11ad”, and changing line 128 to say “Technology based on IEEE Std 802.11ad-2012(8) supports operation…).
A caption of text reference to the figure at lines 136-137 might be helpful. If it is there, I missed it.
Line 150: consider superscript in cm2 (2 instances)
Line 154: the statement here (most major global regulators) might be more effective at or around line 148, when FCC 15.255 is mentioned, rather than following the detailed specifications. That way the reader doesn’t stop, thinking this is just a US spec…

With this email I would like to announce the start of a LMSC ballot on a draft response to the Telecom Regulatory Authority of India (TRAI)’s consultation “Consultation Paper on Assignment of the Microwave Spectrum in 6 GHz (lower), 7 GHz, 13 GHz, 15 GHz, 18 GHz, 21 GHz Bands, E-Band, and V-Band”.
James has delegated to me to conduct a LMSC (EC) 10-day electronic ballot on the motion below to approve the comments to the administration. This EC motion is per IEEE 802 OM 7.2.1 Procedure, P&P 7.1 b) (majority response) and P&P 7.1.2 (2/3 approval of votes cast) for communication with government bodies and public statements. With that we would like to see everyone respond.

On 28 May 2025, Telecom Regulatory Authority of India (TRAI) began a consultation that seeks public opinions on its proposal of the microwave spectrum assignment in 6 GHz (lower), 7 GHz, 13 GHz, 15 GHz, 18 GHz, 21 GHz Bands, E-Band, and V-Band. Of possible interest to us are the questions that the administrator asks regarding the license-exempt usage in the 6 GHz and 60 GHz bands.
A few individuals prepared a detailed response that provides the administration with inputs for questions related to both frequency bands The submission was approved by IEEE 802.18 on 19 June 2025 with the following voting results: 8 Yes, 0 No, 1 Abstain. Please kindly review the draft and let me know if you have any comments or suggestions preferably no later than Tuesday, 24 June 2025.
