Subclause 5.2 'Project authorization' of the IEEE SA Standards Board Operations Manual <https://standards.ieee.org/wp-content/uploads/import/documents/other/sb_om.pdf#page=18> says, 'No formal activity shall take place after six months from the day of the first meeting of the Working Group or PAR Study Group without formal submittal of a PAR to the IEEE SA Standards Board and assignment of a project number, unless a single extension of six months for that activity is provided by the Standards Committee (see 5.1.2). The IEEE 802.3 Pin-Optimized PHY Interface Study Group first met on 20 January 2025, during the January 2025 IEEE 802.3 Interim meeting series. As a result, based on the above, it cannot meet after 20 July 2025 without being granted an extension by the IEEE 802 LMSC. Since a Study Group is only permitted a single six-month extension, I request extensions as late as possible, usually at the same time as requesting the second rechartering, but with the July 2025 IEEE 802 LMSC plenary session occurring at the end of the month, it can't wait until then. I, therefore, should have remembered to ask the IEEE 802.3 Working Group to approve my request for an extension at our May interim and the IEEE 802 LMSC at the June teleconference, but I forgot.

The IEEE 802.3 Pin-Optimized PHY Interface Study Group recently generated the IEEE P802.3dq PAR and CSD, which I have submitted for IEEE 802 LMSC approval during the July 2025 Plenary session. This request for extension is therefore to allow the Study Group to address any issues that may arise during the approval process for the IEEE P802.3dq PAR. An alternative would be to add this item to the IEEE 802 LMSC opening meeting on Monday morning, but I'd rather this is addressed before then.

As a result, I would like to proceed to an IEEE 802 LMSC electronic ballot. James has delegated the conduct of the IEEE 802 LMSC 10-day electronic ballot on the following motion to me. Note that I will request the second rechartering of the IEEE 802.3 Pin-Optimized PHY Interface Study Group, as required by subclause 5.5.5 'Other rules for PAR Study Groups' of the IEEE 802 LMSC Policies and Procedures, at the July 2025 IEEE 802 Closing Plenary meeting, as usual.
