IEEE SA trademark guidelines for Contributions to IEEE standards development are now available from the Working Group Copyright Materials page:

The information addresses trademarks in Contributions, not drafts. Policies with respect to drafts are outlined in Clause 6.2 of the IEEE SA Standards Board Operations Manual (trademarks are proprietary marks), the IEEE SA Antitrust and Competition Policy, and the IEEE Standards Style Manual.

The Copyright Best Practices for Working Group Chairs has also been updated to include a link to the guidelines.
