[802-LMSC] update on motion to amend 2.13 of chair's guidelines

All – I received some helpful clarification edits from Beth, as well as a request that we try to get vote totals in a little before lunch on Friday if possible.  Note that this is a ‘should’ in the chair’s guidelines, so I think agree, setting the goal earlier is better.
