Subject: [802-LMSC] +++LMSC Motion+++ Approval of submission in response to France Arcep's consultation
Dear colleagues,
With this email I would like to announce the start of a LMSC ballot on a draft response to the France Autorité de Régulation des Communications Électroniques, des Postes et de la Distribution de la Presse (Arcep)’s consultation entitled “Draft decision amending Arcep decision no. 2021-2184 dated October 14, 2021 designating frequencies in the 5945 - 6425 MHz band for wireless access systems”.
James has delegated to me to conduct a LMSC 10-day electronic ballot on the motion below to approve the comments to the administration. This EC motion is per IEEE 802 OM 7.2.1 Procedure, P&P 7.1 b) (majority response) and P&P 7.1.2 (2/3 approval of votes cast) for communication with government bodies and public statements. With that we would like to see everyone respond.

Greetings.
I would like to request the review of the following draft IEEE 802 LMSC submission before asking the LMSC to consider approval of the submission tentatively in the near future.
On 29 September 2025, France Arcep began a public consultation " Draft decision amending Arcep decision no. 2021-2184 dated October 14, 2021 designating frequencies in the 5945 - 6425 MHz band for wireless access systems " that seeks public opinion on its proposal to transpose Decision (EU) 2025/913 that amends the 6 GHz framework for Very Low Power (VLP) WAS/RLAN devices and update the regulatory framework for Low Power Indoor (LPI) WAS/RLAN devices in order to clarify the use of distributed antenna system (DAS) for broadband connection onboard trains and aircraft.
A few individuals prepared a response to commend the administration's proposal and provided responses to selected questions of the consultation The submission was approved by IEEE 802.18 on 9 October 2025 with the following voting results: 12 Yes, 2 No, 3 Abstain.
