[802-LMSC] rules meeting deck w/attendance & notes posted, also updated P&P summary

All – I have updated the rules meeting deck with attendance and notes from discussion last night, as well as the ‘P&P issues’ deck with action items in it that I need to resolve.

Please review, and, if necessary, let me know if you think I have missed something or captured it incorrectly.
