Minutes of November 2000 Plenary Meeting

Thanks to B.J. Lee for taking the meeting minutes
during the meeting. Here they are for people to review.

Please email any issues to the reflector so we can 
achieve concensus on the minutes prior to the 
january meeting.

These minutes will be up on the web-site in 
a few minutes if I can get FTP to work reliably
(I think the cisco firewall is doing something).
