RPR perf: Cut-through vs. store and forward

There has been a request made by Raj Sharma to have people in the Performance Modeling Adhoc look into the performance effects of using Cut-Through vs. Store-and-forward architectures in the ring nodes. We need to characterize the performance differences so that we can help the working group decide if it's significant.
