Hi Lei,

As I reasoned yesterday during the FR group discussion, "at least one mode of operation minimizing degradation of legacy devices" is very low bar on protecting legacy devices. TGax should target that all modes of of operation of TGax should minimize the degradation of legacy devices. Minimizing is a vague term, and that’s why the TBD% helps, e.g. 10%.

Current TGax R2:
The 802.11ax amendment shall provide at least one mode of operation capable of minimizing degradation of the average throughput per station of the legacy IEEE 802.11 STAs in a mixed network consisting of both 802.11ax STAs and legacy STAs , while improving the average throughput per station for the 802.11ax stations, provided the degradation of the legacy IEEE 802.11 STAs average per-station throughput shall be no more than TBD%.

Suggested TGax R2:
