[STDS-802-11-TGBD] 802 Comments/Reply Comments on the FCC NPRM Docket 19-138 impacting the 5.9 GHz Band



Dear All,

 

On today’s (3 Mar 2020) TGbd teleconference:

 

  1. A status update on the 802 Comments on the FCC NPRM Docket 19-138 was provided in https://mentor.ieee.org/802.11/dcn/20/11-20-0342-01-00bd-status-of-the-comments-on-fcc19-138-nprm-revisiting-use-of-the-5-850-5-925-ghz-band.pptx
  2. The latest version of the document “802 Comments on FCC19-138 NPRM Revisiting Use of the 5.850-5.925 GHz Band “ is https://mentor.ieee.org/802.18/dcn/20/18-20-0020-17-0000-comments-on-fcc19-138-nprm-revisiting-use-of-the-5-850-5-925-ghz-band.docx and has unofficially been approved for submission (official approval should be forthcoming after the vote is reviewed and approved ~ 24 hours from now).  The e-mail ballot was conducted on the 802 EC reflector (A request was made to provide access to the 802 EC Reflector discussion/vote, so a thread summary is provided below)
  3. There was discussion on how to proceed with the submission of Reply Comments on FCC NPRM Docket 19-138, the Reply Comments period closes 6 April 2020:
    1. It was proposed that the discussion and document generation for a “Reply Comments” document be done in 802.18
    2. It was proposed that comments and text proposals for a “Reply Comments” document can be posted to the 802.18 reflector, the 802.11 reflector, and/or the 802.11bd reflector.
    3. Joseph Levy volunteered to act as editor for the “Reply Comments” document (note text proposals can also be sent directly to him: jslevy@xxxxxxxx)  
    4. Reply comments may be made on any comment in the public record.  Reply comments may be in support or opposition to comments. Reply comments should clearly indicate the source of the comment they are replying to.  
    5. The comments that in the public record relating to Docket 19-138 can be found at: https://www.fcc.gov/ecfs/search/filings?proceedings_name=19-138&sort=date_disseminated,DESC
      (note: there are currently 218 comment filings,  these filings are from individuals and organizations)
  4. Meetings and time line:
    1. Reply Comments are due 6 April, 802 EC approval is required for submission of Reply Comments document to the FCC.
    2. 802 EC approval can be obtained by a vote at the upcoming 802 EC F2F meeting (Friday 20 Mar 2020) or via 10 day 802 EC e-mail ballot (e-mail ballot must start prior to Friday 27 Mar 2020, TBC)
    3. Therefore, 802.18 will likely hold an approval vote on the Reply Comments document (assuming it exists) at the 802.18 F2F meeting that closes Thursday 19 Mar 2020 (note if there is no F2F meeting, I assume there will be a 802.18 Teleconference on Thursday 19 Mar 2020 where the approval vote can be taken)
    4. 802.18 will meet and discuss this topic at the upcoming Thursday 5 Mar 2020 regularly scheduled 802.18 meeting @ 15:00 EST. (see : http://grouper.ieee.org/groups/802/18/ for details)
    5. It is likely that the need for 802.18 ad hoc meetings will be discussed.
