My question has to do with the PHY_SAP management in section 8.1.3.3 of 
Draft 4 and how the burst parameters are set using the DCD_PARAM_VECTOR 
and UCD_PARAM_VECTOR.  Is the TLV information accessed using the fields 
"Start active region in frame" and "End active region in frame" for the 
latest received frame?
